The caregiver initially stated there were 21 children in care then counted and stated there were 24 children. Later during the inspection, only 23 children were observed when asked where the 24th child was the caregiver stated they did not know because they were a substitute.

A toddler was observed attempting to climb on the diaper changing table and another toddler was observed pushing a chair around the classroom. In the school-age room several children were observed to be running around and hitting each other, one child was picking up another child and carrying them around the room. A third child used their knees to jump onto a child's back who was laying down on the floor which caused an injury that required first aid.
